Government decide establishing Industry at Ma`aleh-Haedumim. Spokesman told timing has nothing to do with international events (Rabat Summit, PLO successes at UN, Unesco`s anti-Israel Resolution). Ma`aleh-Haedumim Project requires no annexation & would not necessarily be considered as integral part of State of Israel. It would be classified as "development area", with beneficial advantages for investors. Immediate planning ensures a timeframe 2-3 years for implementation. Housing Minister & Health Minister abstained from voting, recommending: delay the decision for 6 months. (S"A)
